Even a drop in the (phony) tariffs might not be enough. I think it will take quite a while before things begin to recover in terms of the tourist industry. I'm originally from northern New York where we can almost spit across the St Lawrence. It's surprising how many Canadians used to come over for shopping, dining, sightseeing, or just day-tripping. Occasional long weekends were a break from the routine, but not any more. I can understand what the Vermont "hosts" mean.
